The original text has pas, "all, everyone," "whosoever" is an old English translation. Everyone who believes -- are those who will not perish. There is no statement about the ability of spiritually dead humans (Eph 2) here. The promise is to all-the-ones who believe---they will not perish. Before they believed, or even saw the kingdom of God or entered it (by faith and repentance) they were first born from above John 3:1-8, 1 John 5:1.
